If you’re an business analyst and you’re performing the role of Product Owner on an agile team, focus on:
- The What - what does the business need.
- The Why - why is it valuable to the business and how much value does it have.
- The When - prioritize it by the value to the business.
Leave The How to the team.

I would generalise to just deferring decisions to expertise and experience but I would be wary of a Product Owner that did not want to increase his/her knowledge of how.
At least, the Product Owner should have a very close interaction with the technical leader(s).
